Articulation of inter-organisational networks by Civil Society Organisations of Public Interest (OSCIP) in the State of Minas Gerais: determinants, agendas, relationships and effects

About

Abstract: Civil Society Organisations of Public Interest (OSCIPs) have become invaluable instruments in the creation of public goods and the promotion of sustainable development. In the Brazilian context, since the 1990s they have moved from a position of resistance to one of proposal, entering into partnerships with public and private institutions to develop their activities and achieve their objectives. These partnerships create networks that involve long-term collaborative relationships between the OSCIPs, the funding agencies, the state and other organisational stakeholders. Problems are usually solved through discussion, and rules and norms of reciprocity ensure that all work together (BRASS et al., 2004). According to Brass et al. (2004), the main reasons for inter-organisational collaboration are to acquire resources, to reduce uncertainty, to increase legitimacy and to achieve common goals. In addition, it enables access to information, markets and technologies, with the benefits of economies of learning, of scale and scope, and allows organisations to achieve strategic goals by sharing investment and risk. However, Quandt (2012) argues that network effectiveness depends on its ability to integrate different types of codified information and tacit knowledge, and disseminate them through interactions between different agents. Against this background, the aim of this study is to analyse the determinants, agendas, relationships and effects of inter-organisational networking by OSCIPs operating in the State of Minas Gerais. The methodological approach proposed is to send a survey to all mapped OSCIPs, followed by in-depth case studies of three (3) organisations in the field that are considered as benchmarks in networking. The data will be analysed using SPSS and Ucinet software and content analysis.
