Abstract: Today, the Metropolitan Area of Porto is faced with a plural and complex system of challenges that place culture and creativity at the centre of a prospective reflection on development for the Horizon 2030 programme. The aim of this study was to promote culture and creativity in an integrated way at territorial level, based on the uniqueness of products and the identity of places, recognising and valuing memories and allowing the unique expression of communities.
