Abstract: This project aims to develop and implement innovative methodological tools to analyze the cultural impact of investments made through the POCTEP and PIS programs in the district of Castelo Branco. Recognizing the unique characteristics of cross-border and low-density territories, the project seeks to create instruments that allow for an adequate assessment of the cultural dimension of public investments, which is often undervalued in conventional evaluation exercises.
The project focuses on the district of Castelo Branco due to its strategic position as a cross-border territory, characterized by low-density demographic dynamics and a significant history of participation in territorial cooperation programs. The presence of the University of Beira Interior (UBI), based in Covilhã, provides an organic link to the territory and strengthens the scientific and institutional capacity to develop solutions tailored to the local reality. Through a collaborative approach, based on participatory methodologies and action research, a replicable evaluation model will be developed, with the potential to support public policy decisions and cultural development strategies in other territories with similar characteristics.
